The trail begins behind Otillas restaurant, Franco will point you in the right direction. There is no "fee". Reports of a paved trail are a bit deceiving. There are areas that are concrete but it is uneven, its not like walking around Lake Calhoun in Minneapolis. I am not aware of any route around the point, I would doubt there is as it is very rock with steep cliffs. Views are great from the lighthouse so bring your camera. Its about 15-20 minute walk so bring some water too. Good luck next year.
